He was wandering about on his own, no other birds around, picking about on the verge.. and he was limping.
Rooks are very social creatures, so I wonder if his deformity has made him an outcast.. of if he was just taking some time out.
Oh dear, poor old thing, he may be totally oblivious to it though.
He/she may have hatched with the deformity . His/her feathers look to be in good condition
We are a sorry lot of bird watchers - I've just realised that this is not a deformity, but a crop full of food!!!! I just caught a Rook with a chip and once he had demolished it also had this 'deformity'.
