The patterning down the breast that almost makes lines, makes it look like a Lapland Bunting (Calcarius lapponicus), although the face looks a little plain. Still, I'll take a stab at that.

Nope, not a name used in the UK, Rolf isn't that common, probably more Ralphs about, something I often get called.

['Rolf' is more 'continental' perhaps, though 'Ralph' is definitely very English.
