It does look like a Buzzard. I though of the Pale phase but the photo doesn't give much away

It is a bird usually seen up in the mountains in the Norther parts of Sweden.

Golden eye - Bucephala clangula
Looks like one, but the colour seems to go much farther down the neck than anything I've seen... not to say that it's not a variant, just not seen a picture of it. Mind you, I can't think of anything else - I do wish birds would all look exactly the same, it makes ID a real beggar to do;)
